Not automatically, no.  This feature was not developed to be able to enroll members for downloads to Quicken and/or QuickBooks, nor to track when or if they use the download commands.  You could set up a manual program to be initiated when granting members access to It's Me 247 online banking, however, if you wanted to have some sort of setup fee.
