A complete listing of the Holiday observances for the FRB can be found on the Federal Reserve Bank's website. There is no ACH processing on those days. If the Holiday falls on a Saturday, the FRB will be open on Friday. If the Holiday falls on a Sunday, the FRB will be closed on the following Monday. A link to the FRB site is included below.
