The windows7perm.bat file needs to be saved first before it can be run, as the browser won’t allow .bat files to be run due to the potential for executing malicious content directly off of websites.
To do this, simple click the URL link, select 'save' and once the file is downloaded, you can click 'run'. The black command prompt box should appear quickly and then disappear.
