In general, fees will not post to an account that is frozen from withdrawals (freeze code 1 or 3). 

Assuming the freeze was placed prior to the debit card transaction being approved, the transaction would never hit the account at all.  However, if the account freeze was placed between the time a transaction was authorized and when it came in to be posted, the transaction itself will still post (we have no choice but to post it, since debit card transactions can't be returned like a check or ACH can).  But the fee routine will still obey the freeze indicator on the account.
