The core system will not block a transaction when a member is traveling. That is done on the vendor's side. You will want to put in a travel notification for this member's debit card or credit card directly with your card vendor.

In general, fees will not post to an account that is frozen from withdrawals ( freeze code 1 or 3). Assuming the freeze was placed prior to the debit card transaction being approved, the transaction would never hit the account at all.
